Emily Moore

Moorhead City Council Ward 2

  • I have a unique perspective and a wide range of experiences that prepared me for this role. For thirteen years I was a consultant and manager for environmental programs and installation management across the Department of Defense. I've also volunteered as a Victim Advocate and Sexual Assault Response Coordinator for the Air Force, supporting survivors of military sexual assault. Recently, I was the operations manager for a small woman-owned business, where we grew from an annual revenue of $200K to over $1M. My diverse background shows my capacity to successfully take on new challenges and serve my community.

  • Growing a safer, stronger and more vibrant community.

    • Dedicated to a Safe Community - As a member of a police family, I’m deeply committed to making Moorhead a safer place for all of us. I understand the challenges our police force faces, being seriously understaffed while a significant portion of officers near retirement.

    • Building a Strong, Sustainable Community - I’m passionate about creating a stronger, more resilient Moorhead by focusing on infrastructure and environmental stewardship.

    • Growing a Vibrant Community - I believe that Moorhead’s identity is one of inclusivity and vibrancy, where economic development, arts, music, and diversity thrive.

  • The most pressing issue facing our community is our shortage of police officers. This has led to forced overtime shifts and school resource officers being pulled from schools. I support existing programs like our Cadet, Explorers and Pathways to Policing, but I also believe in bringing new ideas to the table—like offering personal take-home cars for officers who live in Moorhead—to show our officers we value their commitment to our city. More importantly, I’m committed to ensuring our officers receive fair wages to retain our experienced officers and attract new talent, rather than being drawn away by higher-paying opportunities elsewhere.

  • We have two innovative pathways in Moorhead to address workforce issues. We have the Moorhead Career Academy that offers culinary, welding, automotive, small engines, woodworking and construction classes. We also have M State that offers nursing, HVAC, automotive services, construction management, diesel equipment technology, electrical technology, plumbing, power sports technology and survey technician programs. I will focus on coordination and collaboration between these institutions and local businesses to meet the needs of our growing community and alleviate our workforce shortage. I also will advocate for continued Border Cities Legislation that helps with business competitiveness and flexible building code provisions.

  • I view my role as an advocate and thoughtful decision maker for local and collaborative metro area efforts to address our housing shortage. I will pay particular attention to our cost burdened population who are at greatest risk of becoming unsheltered. I am proud of Moorhead’s current projects like Silver Linings apartments, providing at-risk seniors stable housing, and Emery Apartments, that received housing tax increment financing (TIF), where 52 apartments are designated as affordable housing. I support new construction of soft-density housing and transit-oriented development. I will also focus on current infrastructure for capacity and underutilized areas for development.
