Phil Weiss

north dakota house of representatives district 16

  • I grew up in a south Fargo neighborhood and graduated from Fargo South. I earned B.S. degrees from both MSUM and NDSU. After several years working in the service industry in Fargo, I went back to school in echocardiography (I scan hearts) and have worked in a variety of health care systems.

My family influenced my interest in public service. Each generation has served in some capacity, as county commissioners, school board members, state's attorney, sheriff, and legislator. I've seen firsthand that you have to take action if you want to make a positive impact.

    • Raise incomes and lower costs for working families

    • Support quality public education

    • Increase access to quality healthcare, including mental health

  • One challenge is the lack of housing availabilty and affordability. I believe government can be a partner or incentive maker to promote private investment in housing.

Another challenge is providing quality and affordable childcare for working people in North Dakota. Again, government can be part of the solution by exploring options like supplemental pay, grants and tax incentives.

  • Yes. Ultimately, everyone in the state benefits from an expanded, healthy workforce and it is in our best interest to prudently use state funding to meet our workforce needs.

  • Supporting state funding to attract and retain businesses through incentives, like tax credits, is beneficial because it stimulates economic growth, creates jobs, and enhances local competitiveness. These incentives encourage businesses to invest in the state, fostering innovation and infrastructure development, while boosting tax revenue in the long run, making the region more attractive to future investors.

  • This is the same answer as question #8.
I believe government can be a partner or incentive maker to promote private investment in housing.

Providing quality and affordable childcare for working people in North Dakota is necessary for our economy to grow. Again, government can be part of the solution by exploring options like supplemental pay, grants and tax incentives.

  • Supporting state funding for infrastructure projects is essential for economic growth, improved public services, and an excellent quality of life. Investing in roads, bridges, and utilities boosts efficiency, reduces costs, and attracts businesses. It also creates jobs, stimulates local economies, and strengthens the foundation for long-term development, benefiting both residents and future investments.

  • Use of the Legacy Fund is limited by rules set by our constitution and the legislature. I support using the fund’s earnings for infrastructure, budget stabilization, or other approved state purposes, but withdrawals must be prudent to preserve the fund for future generations.

  • I oppose the elimination of property taxes for several reasons. Property taxes support our local services like law enforcement, road work, schools and parks, and we can't eliminate the revenue that supports these necessary services. Eliminating the tax doesn't eliminate our needs, it shifts them to unknown other sources and takes away our local control.
